Community Services for Families (CSF)
In partnership with the County of San Diego, Health and Human Services Agency, Home Start has been providing Community Services for Families since 2004.
CSF provides a comprehensive educational and supportive approach to help children maintain their placement in safe, nurturing and stable homes.
Home based support includes:
Parenting education utilizing either SafeCare or Systematic Training for Effective Parenting (STEP). Both curricula are evidenced based practices with a proven record of reducing child neglect. CSF services also include linkages to supportive services in the areas of self sufficiency, domestic violence and healthy eating. Services are primarily available to parents referred by Child Welfare Services. (CWS)
Parent Partners also provide in-home short term support and CWS information for parents who have Dependency and Voluntary cases with Child Welfare Services.

CSF also offers Parent Education Classes which are classroom based education for parents of children aged 0-17 years utilizing STEP. Classes are open to the community and also meet Welfare and Institutions Code requirements. These classes meet in a variety of community locations.
